Curbing Global Warming Pollution in New England: CLF’s priority is to reduce regional greenhouse gas emissions from two of the region’s largest sources: the transportation sector and fossil-fuel power plants.
CLF led a broad coalition that successfully pressed New England states to adopt the strict standards developed by California under the federal Clean Air Act to reduce greenhouse gas emissions from cars and trucks. CLF’s lawyers have teamed up with state attorneys general in Vermont and Rhode Island to defeat lawsuits filed by automakers to block these tough new standards. CLF was a party to Massachusetts v. EPA, a case that resulted in the groundbreaking April 2007 Supreme Court decision confirming the Environmental Protection Agency’s authority to regulate global warming emissions from automobiles. In and out of court, CLF advocates are pressing for expanded public transit in Boston. In New Hampshire and Vermont, they’re fighting highway projects that will generate additional air pollution and will ultimately cause increased traffic congestion.
Having forced the adoption of an aggressive cleanup schedule for Massachusetts ’ “Filthy Five” power plants, CLF is holding the region’s dirtiest coal-burning power plants accountable for curbing their emissions. CLF’s advocates have also helped create the multi-state Regional Greenhouse Gas Initiative (RGGI), an innovative market-based compact to curb global warming pollution from power plants. They are now working across New England to make sure this new plan reduces carbon dioxide emissions and delivers efficiency services that benefit consumers.
Investing in Renewable Energy: CLF is a leading voice for renewable energy, especially wind and solar power, throughout New England. Advocates are working to ensure that the benefits as well as the environmental impacts of proposed projects are fully considered in the public siting process. In Massachusetts, CLF has pressed for a full and fair environmental review of Cape Wind in Nantucket Sound while fighting off ad-hoc legislative attacks on this path-breaking offshore wind energy farm. In Maine and Vermont, CLF advocates are supporting future wind power projects by demonstrating the devastating impact that warming temperatures will have on the forest habitats, mountains and coastlines of New England.
Leading the Way on Energy Efficiency: Since releasing the landmark 1987 report Power to Spare, CLF has advocated for energy efficiency as the best way to avoid increasing electricity demands. CLF is building on this legacy, pushing to expand efficiency programs in the states and building new regional structures to deliver even greater savings. In 2006, CLF led an effort that nearly doubled the energy efficiency budget in Vermont. That same year, CLF launched an intensive campaign to shape the emerging New England market for energy efficiency and other “demand response” efforts, steps described by a commissioner of the Federal Energy Regulatory Commission as“the most progressive in the nation.”
